    Sometimes it really depends on luck. Some editors do take longer to process articles, which can lead to such situations. In fact, the chief editor does have expectations regarding the timeliness of processing manuscripts. He requires us to check the secondary system at least once a week to process manuscripts. However, you should know that the editors handling the manuscripts are not professional editors, they are all university professors, and they do this mainly out of academic interest, so the chief editor's "requirements" are not easy to enforce. Most editors are very cooperative, and decisions on whether to submit for review or not are made relatively quickly. During the review process, if reviewers are delayed, we do our best to urge them or find new reviewers
